The Blackwater River Ireland: what is a special and scenic landscape?

Planning authorities are regulators. In an objection to a wind farm the criteria for an outstanding special landscape are identified with evidence to support each point. They are often subjective but it is the convergence of subjective perception that creates the outstanding landscape of the Blackwater Valley Ireland.
